Eligibility Criteria

Summary

Avenue Hope‘s mission is to support children and adolescents in situations of social vulnerability, promoting personal and academic development. To be eligible, applicants must meet the following criteria:

1. Essential Admission Criteria

Age Range:

Children and adolescents aged between 6 and 14 years old as of March 31st.

Family Income:

Net family income of up to 3 minimum wages, with the possibility of also considering per capita income for a fairer assessment of financial conditions.

School Context:

  • Students from public schools;
  • Students from private schools with a significant scholarship (above 50% discount). For families paying part or the full tuition, the net amount after the scholarship discount must not exceed 15% of the net family income;
  • Must be enrolled in grades 1 through 9 of elementary school;

2. Social Vulnerability Criteria

In addition to financial criteria, the NGO considers social vulnerability contexts that may impact the well-being and development of the child or adolescent, prioritizing families facing additional challenges. These vulnerability contexts may include:

a. Level 1 (High Priority):

    • Cases of neglect or parental abandonment, where the child or adolescent lacks basic support.
    • Domestic violence or exposure to high-risk environments.
    • A member of the family unit (parent, sibling, etc.) in incarceration.
    • Child labor, where the child or adolescent contributes to the family’s income.

b. Level 2 (Medium Priority):

    • Severe academic difficulties, such as school delays or learning disabilities.

c. Level 3 (Additional Priority):

    • Chronic health conditions of a household member that require care and affect family dynamics.
    • Discrimination or social exclusion due to race, sexual orientation, ethnicity, among others.
    • Lack of a family support network or close caregiving references.
    • Precarious housing conditions or risk of homelessness.

Specific Criteria for Sole Guardians

Children of sole guardians (mother, father, grandparents, uncles, siblings, etc.) will receive additional priority in the selection process, especially in cases where the guardian faces economic difficulties, lack of a support network, or other vulnerabilities impacting the safety and development of the beneficiaries.

To verify the sole guardian status, the following documents may be presented:

  • A simple declaration of family situation indicating sole responsibility.
  • Custody or exclusive responsibility documents.
  • Documents proving the absence of financial support from the other parent (e.g., declaration of no child support payments).

3. Prioritization Criteria in Case of a Waiting List

Priority by Income:

In case of a waiting list, priority will be given to families with the lowest per capita income within the 3-minimum-wage net income limit.

Priority by Social Vulnerability:

Among income-eligible candidates, those facing the highest social risk will be prioritized, following the order of vulnerability levels described above (Level 1 with the highest priority).

Priority for Sole Guardians:

Within the income and vulnerability criteria, families headed by sole guardians will receive additional priority, acknowledging their specific challenges.

4. Procedure for Verifying Vulnerability and Income Criteria

Income Documentation:

  • Employment record of all household members over 18 years old.
  • Copies of the last three pay stubs of the guardians.
  • Proof of benefit receipts (INSS, unemployment benefits, family allowance, etc.).
  • Declaration of informal work if there is no formal employment, detailing the type of activity and approximate income.
  • Declaration of absence of income for all household members.

Note: Documents should be submitted according to each family’s reality, which must be specified during the enrollment process.

Vulnerability Documentation:

  • Request for documents such as reports from other social services, school records, medical reports, and declarations from health or social assistance professionals, as applicable.

Evaluation by the Multidisciplinary Team:

The technical team (Social Worker and Pedagogical Coordination) will analyze cases based on the documents and collected information to validate vulnerabilities and prioritize candidates according to the criteria.

Home Visits:

When necessary, home visits will be conducted to gain a deeper understanding of the child or adolescent’s family and social context.

5. Documentation Summary

  1. Beneficiary identification: Copy of the Birth Certificate or ID Card (RG).
  2. School Registration 2025: Copy of the 2025 enrollment record. In the case of scholarship students in private education, the value of the scholarship must be documented.

  3. Residence: Copy of a proof of residence, dated within the last 3 months.
  4. Income:

    • Copy of the work permit for all household members aged over 18 years.
